How to enroll with Healthy Blue

New to Medicaid?

Healthy Blue is a health plan that serves Nebraska Medicaid members. We help coordinate and manage your health care needs. Before you can choose Healthy Blue as your health plan, you will need to apply for Medicaid benefits with the Nebraska Department of Health and Human Services (DHHS).

Apply for Medicaid benefits.

The best way to know if you are eligible is to apply. Enrollment is year-round. You can apply any time.

By phone: Call ACCESSNebraska at 855 632-7633 (TTY 402-471-7256) Monday through Friday from 8 a.m. to 5 p.m. Central time. You can also request a paper application.

In person: Visit a local DHHS office

Here are some of the items you may need to apply for Medicaid:

  • Your original birth certificate (or a certified copy)
  • A picture ID (like a driver’s license)
  • Your Social Security number
  • Information like your paycheck stub, child support, bank account details and other insurance you may have (through your job)

Check your mail.

Your local DHHS office will send you a notice telling you if you qualify for Medicaid. If you’re eligible, you will receive a Medicaid ID card with your approval notice. You will be assigned to a health plan. You can choose a new health plan within 90 days of enrollment. If you choose to stay with the health plan you are assigned to, the next time you can change your health plan is:

  • During the annual open enrollment period from November 1 to December 15.
  • If there is a good cause to make a change. Good cause for changing your health plan includes:
    • Moving out of our service area.
    • Moral or religious reasons.
    • Poor quality of care.
    • Lack of access to covered medical services or to medical providers.
    • Not being able to receive all related services at the same time if required by your doctor.
    • Healthy Blue no longer serves Medicaid members in Nebraska.

Choose Healthy Blue as your Medicaid health plan.

If you didn’t get assigned to Healthy Blue and want to switch, you can make the change through Nebraska’s Heritage Health program within the first 90 days of enrollment.

Have Medicaid? Choose Healthy Blue as your health plan.

During open enrollment or if you have good cause to change, you can choose a new health plan in one of these ways:

Switch to Healthy Blue now
